The surah that mentions mutual Consultation among the believers as the godly means by which to conduct their aairs and as a virtuous sign that they will gain the reward of God in the Hereafter. It takes its name from verse 38 concerning “counsel” (shūrā). The surah discusses man’s habit of creating division and disharmony in matters of religion, and God’s all-prevailing power, wisdom, and final decision. The unity of religion is stressed (verse 13) as is the continuity of the prophets (verse 3). The Prophet is reminded that he cannot compel people to believe, that they will be judged according to their deeds, and that he is only there to deliver the message. The nature of revelation is described in verse 51 .The surah is also known as: The Counsel.

كَذٰلِكَ يوحي إِلَيكَ وَإِلَى الَّذينَ مِن قَبلِكَ اللَّهُ العَزيزُ الحَكيمُ
ka-dhālika yūḥī ʾilayka wa-ʾilā lladhīna min qablika llāhu l-ʿazīzu l-ḥakīmu
Thus does He reveal to youand to those who were before you,Allah, the All-mighty, the All-wise:
4
لَهُ ما فِي السَّماواتِ وَما فِي الأَرضِ ۖ وَهُوَ العَلِيُّ العَظيمُ
lahū mā fī s-samāwāti wa-mā fī l-ʾarḍi wa-huwa l-ʿaliyyu l-ʿaẓīmu
to Him belongs whatever is in the heavensand whatever is in the earth,and He is the All-exalted, the All-supreme.
5
تَكادُ السَّماواتُ يَتَفَطَّرنَ مِن فَوقِهِنَّ ۚ وَالمَلائِكَةُ يُسَبِّحونَ بِحَمدِ رَبِّهِم وَيَستَغفِرونَ لِمَن فِي الأَرضِ ۗ أَلا إِنَّ اللَّهَ هُوَ الغَفورُ الرَّحيمُ
takādu s-samāwātu yatafaṭṭarna min fawqihinna wa-l-malāʾikatu yusabbiḥūna bi-ḥamdi rabbihim wa-yastaghfirūna li-man fī l-ʾarḍi ʾa-lā ʾinna llāha huwa l-ghafūru r-raḥīmu
The heavens are about to be rent apartfrom above them,while the angels celebrate the praise of their Lordand plead for forgiveness for those on the earth.Look! Allah is indeed the All-forgiving, the All-merciful!
6
وَالَّذينَ اتَّخَذوا مِن دونِهِ أَولِياءَ اللَّهُ حَفيظٌ عَلَيهِم وَما أَنتَ عَلَيهِم بِوَكيلٍ
wa-lladhīna ttakhadhū min dūnihī ʾawliyāʾa llāhu ḥafīẓun ʿalayhim wa-mā ʾanta ʿalayhim bi-wakīlin
As for those who have taken guardians besides Him,Allah is watchful over them,and it is not your duty to watch over them.
7
وَكَذٰلِكَ أَوحَينا إِلَيكَ قُرآنًا عَرَبِيًّا لِتُنذِرَ أُمَّ القُرىٰ وَمَن حَولَها وَتُنذِرَ يَومَ الجَمعِ لا رَيبَ فيهِ ۚ فَريقٌ فِي الجَنَّةِ وَفَريقٌ فِي السَّعيرِ
wa-ka-dhālika ʾawḥaynā ʾilayka qurʾānan ʿarabiyyan li-tundhira ʾumma l-qurā wa-man ḥawlahā wa-tundhira yawma l-jamʿi lā rayba fīhi farīqun fī l-jannati wa-farīqun fī s-saʿīri
Thus have We revealed to you an Arabic Qurʾānthat you may warn[the people of] the Mother of the Towns1and those around it,and warn [them] of the Day of Gathering,2in which there is no doubt,[whereupon] a part [of mankind] will be in paradiseand a part will be in the Blaze.That is, the city of Makkah.Cf. 64:9.
8
وَلَو شاءَ اللَّهُ لَجَعَلَهُم أُمَّةً واحِدَةً وَلٰكِن يُدخِلُ مَن يَشاءُ في رَحمَتِهِ ۚ وَالظّالِمونَ ما لَهُم مِن وَلِيٍّ وَلا نَصيرٍ
wa-law shāʾa llāhu la-jaʿalahum ʾummatan wāḥidatan wa-lākin yudkhilu man yashāʾu fī raḥmatihī wa-ẓ-ẓālimūna mā lahum min waliyyin wa-lā naṣīrin
Had Allah wished,He would have surely made them one community;but He admits whomever He wishesinto His mercy,and the wrongdoersdo not have any guardian or helper.
9
أَمِ اتَّخَذوا مِن دونِهِ أَولِياءَ ۖ فَاللَّهُ هُوَ الوَلِيُّ وَهُوَ يُحيِي المَوتىٰ وَهُوَ عَلىٰ كُلِّ شَيءٍ قَديرٌ
ʾami ttakhadhū min dūnihī ʾawliyāʾa fa-llāhu huwa l-waliyyu wa-huwa yuḥyi l-mawtā wa-huwa ʿalā kulli shayʾin qadīrun
Have they taken guardians besides Him?[Say,] ‘It is Allah who is the Guardian,and He revives the dead,and He has power over all things.
10
وَمَا اختَلَفتُم فيهِ مِن شَيءٍ فَحُكمُهُ إِلَى اللَّهِ ۚ ذٰلِكُمُ اللَّهُ رَبّي عَلَيهِ تَوَكَّلتُ وَإِلَيهِ أُنيبُ
wa-mā khtalaftum fīhi min shayʾin fa-ḥukmuhū ʾilā llāhi dhālikumu llāhu rabbī ʿalayhi tawakkaltu wa-ʾilayhi ʾunību
Whatever thing you may differ about,its judgement is with Allah.That is Allah, my Lord.In Him I have put my trust,and to Him I turn penitently.
11
فاطِرُ السَّماواتِ وَالأَرضِ ۚ جَعَلَ لَكُم مِن أَنفُسِكُم أَزواجًا وَمِنَ الأَنعامِ أَزواجًا ۖ يَذرَؤُكُم فيهِ ۚ لَيسَ كَمِثلِهِ شَيءٌ ۖ وَهُوَ السَّميعُ البَصيرُ
fāṭiru s-samāwāti wa-l-ʾarḍi jaʿala lakum min ʾanfusikum ʾazwājan wa-mina l-ʾanʿāmi ʾazwājan yadhraʾukum fīhi laysa ka-mithlihī shayʾun wa-huwa s-samīʿu l-baṣīru
The originator of the heavens and the earth,He made for you mates from your own selves,and mates of the cattle,by which means He multiplies you.Nothing is like Him,1and He is the All-hearing, the All-seeing.In case the kāf in ka-mithlihī is not taken as redundant, the meaning will be, ‘There is nothing like His likeness.’
12
لَهُ مَقاليدُ السَّماواتِ وَالأَرضِ ۖ يَبسُطُ الرِّزقَ لِمَن يَشاءُ وَيَقدِرُ ۚ إِنَّهُ بِكُلِّ شَيءٍ عَليمٌ
lahū maqālīdu s-samāwāti wa-l-ʾarḍi yabsuṭu r-rizqa li-man yashāʾu wa-yaqdiru ʾinnahū bi-kulli shayʾin ʿalīmun
To Him belong the keys of the heavens and the earth:He expands the provisionfor whomever He wishes,and tightens it [for whomever He wishes].Indeed He has knowledge of all things.’
13
۞ شَرَعَ لَكُم مِنَ الدّينِ ما وَصّىٰ بِهِ نوحًا وَالَّذي أَوحَينا إِلَيكَ وَما وَصَّينا بِهِ إِبراهيمَ وَموسىٰ وَعيسىٰ ۖ أَن أَقيمُوا الدّينَ وَلا تَتَفَرَّقوا فيهِ ۚ كَبُرَ عَلَى المُشرِكينَ ما تَدعوهُم إِلَيهِ ۚ اللَّهُ يَجتَبي إِلَيهِ مَن يَشاءُ وَيَهدي إِلَيهِ مَن يُنيبُ
sharaʿa lakum mina d-dīni mā waṣṣā bihī nūḥan wa-lladhī ʾawḥaynā ʾilayka wa-mā waṣṣaynā bihī ʾibrāhīma wa-mūsā wa-ʿīsā ʾan ʾaqīmū d-dīna wa-lā tatafarraqū fīhi kabura ʿalā l-mushrikīna mā tadʿūhum ʾilayhi llāhu yajtabī ʾilayhi man yashāʾu wa-yahdī ʾilayhi man yunību
He has prescribed for you the religionwhich He had enjoined upon Noahand which We have [also] revealed to you,and which We had enjoined upon Abraham,Moses and Jesus,declaring, ‘Maintain the religion,and do not be divided in it.’Hard on the polytheistsis that to which you summon them.Allah chooses for it1 whomever He wishesand He guides to it2 whomever returns penitently.Or ‘for Himself.’Or ‘to Himself.’
14
وَما تَفَرَّقوا إِلّا مِن بَعدِ ما جاءَهُمُ العِلمُ بَغيًا بَينَهُم ۚ وَلَولا كَلِمَةٌ سَبَقَت مِن رَبِّكَ إِلىٰ أَجَلٍ مُسَمًّى لَقُضِيَ بَينَهُم ۚ وَإِنَّ الَّذينَ أورِثُوا الكِتابَ مِن بَعدِهِم لَفي شَكٍّ مِنهُ مُريبٍ
wa-mā tafarraqū ʾillā min baʿdi mā jāʾahumu l-ʿilmu baghyan baynahum wa-law-lā kalimatun sabaqat min rabbika ʾilā ʾajalin musamman la-quḍiya baynahum wa-ʾinna lladhīna ʾūrithū l-kitāba min baʿdihim la-fī shakkin minhu murībin
They did not divide [into sects]except after the knowledge had come to them,out of envy among themselves;and were it not for a prior decree of your Lord[granting them reprieve] until a specified time,decision would have been made between them.Indeed those who were made heirs to the Bookafter themare surely in grave doubt concerning it.
15
فَلِذٰلِكَ فَادعُ ۖ وَاستَقِم كَما أُمِرتَ ۖ وَلا تَتَّبِع أَهواءَهُم ۖ وَقُل آمَنتُ بِما أَنزَلَ اللَّهُ مِن كِتابٍ ۖ وَأُمِرتُ لِأَعدِلَ بَينَكُمُ ۖ اللَّهُ رَبُّنا وَرَبُّكُم ۖ لَنا أَعمالُنا وَلَكُم أَعمالُكُم ۖ لا حُجَّةَ بَينَنا وَبَينَكُمُ ۖ اللَّهُ يَجمَعُ بَينَنا ۖ وَإِلَيهِ المَصيرُ
fa-li-dhālika fa-dʿu wa-staqim ka-mā ʾumirta wa-lā tattabiʿ ʾahwāʾahum wa-qul ʾāmantu bi-mā ʾanzala llāhu min kitābin wa-ʾumirtu li-ʾaʿdila baynakumu llāhu rabbunā wa-rabbukum lanā ʾaʿmālunā wa-lakum ʾaʿmālukum lā ḥujjata baynanā wa-baynakumu llāhu yajmaʿu baynanā wa-ʾilayhi l-maṣīru
So summon to this [unity of religion],and be steadfast, just as you have been commanded,and do not follow their desires,and say,‘I believe in whatever Book Allah has sent down.I have been commanded to do justice among you.Allah is our Lord and your Lord.Our deeds belong to usand your deeds belong to you.There is no argument between us and you.Allah will bring us togetherand toward Him is the destination.’
16
وَالَّذينَ يُحاجّونَ فِي اللَّهِ مِن بَعدِ مَا استُجيبَ لَهُ حُجَّتُهُم داحِضَةٌ عِندَ رَبِّهِم وَعَلَيهِم غَضَبٌ وَلَهُم عَذابٌ شَديدٌ
wa-lladhīna yuḥājjūna fī llāhi min baʿdi mā stujība lahū ḥujjatuhum dāḥiḍatun ʿinda rabbihim wa-ʿalayhim ghaḍabun wa-lahum ʿadhābun shadīdun-i
Those who argue concerning Allah,after His call has been answered,their argument stands refuted with their Lord,and upon them shall be [His] wrath,and there is a severe punishment for them.
17
اللَّهُ الَّذي أَنزَلَ الكِتابَ بِالحَقِّ وَالميزانَ ۗ وَما يُدريكَ لَعَلَّ السّاعَةَ قَريبٌ
allāhu lladhī ʾanzala l-kitāba bi-l-ḥaqqi wa-l-mīzāna wa-mā yudrīka laʿalla s-sāʿata qarībun
It is Allah who has sent down the Bookwith the truthand [He has sent down] the Balance.What do you know—maybe the Hour is near!
18
يَستَعجِلُ بِهَا الَّذينَ لا يُؤمِنونَ بِها ۖ وَالَّذينَ آمَنوا مُشفِقونَ مِنها وَيَعلَمونَ أَنَّهَا الحَقُّ ۗ أَلا إِنَّ الَّذينَ يُمارونَ فِي السّاعَةِ لَفي ضَلالٍ بَعيدٍ
yastaʿjilu bihā lladhīna lā yuʾminūna bihā wa-lladhīna ʾāmanū mushfiqūna minhā wa-yaʿlamūna ʾannahā l-ḥaqqu ʾa-lā ʾinna lladhīna yumārūna fī s-sāʿati la-fī ḍalālin baʿīdin-i
Those who do not believe in it ask [you] to hasten it,but those who have faith are apprehensive of it,and know that it is true.Look! Indeed those who are in doubt about the Hour1are surely in extreme error!Or ‘dispute the Hour.’
19
اللَّهُ لَطيفٌ بِعِبادِهِ يَرزُقُ مَن يَشاءُ ۖ وَهُوَ القَوِيُّ العَزيزُ
allāhu laṭīfun bi-ʿibādihī yarzuqu man yashāʾu wa-huwa l-qawiyyu l-ʿazīzu
Allah is all-attentive to His servants.He provides for whomever He wishes,and He is the All-strong, the All-mighty.
20
مَن كانَ يُريدُ حَرثَ الآخِرَةِ نَزِد لَهُ في حَرثِهِ ۖ وَمَن كانَ يُريدُ حَرثَ الدُّنيا نُؤتِهِ مِنها وَما لَهُ فِي الآخِرَةِ مِن نَصيبٍ
man kāna yurīdu ḥartha l-ʾākhirati nazid lahū fī ḥarthihī wa-man kāna yurīdu ḥartha d-dunyā nuʾtihī minhā wa-mā lahū fī l-ʾākhirati min naṣībin
Whoever desires the tillage of the Hereafter,We will enhance for him his tillage,and whoever desires the tillage of the world,We will give it to him,but he will have no share in the Hereafter.
21
أَم لَهُم شُرَكاءُ شَرَعوا لَهُم مِنَ الدّينِ ما لَم يَأذَن بِهِ اللَّهُ ۚ وَلَولا كَلِمَةُ الفَصلِ لَقُضِيَ بَينَهُم ۗ وَإِنَّ الظّالِمينَ لَهُم عَذابٌ أَليمٌ
ʾam lahum shurakāʾu sharaʿū lahum mina d-dīni mā lam yaʾdhan bihi llāhu wa-law-lā kalimatu l-faṣli la-quḍiya baynahum wa-ʾinna ẓ-ẓālimīna lahum ʿadhābun ʾalīmun
Do they have partners [besides Allah]who have ordained for them a religionwhich has not been permitted by Allah?Had it not been for the conclusive word,1decision would have been made between them.For the wrongdoers there is indeeda painful punishment.Or ‘the final word.’ That is, Allah’s promise to provide the faithless and to grant them a respite before retribution. See 2:36, 126; 9:68-69; 15:3; 31:23-24.

تَرَى الظّالِمينَ مُشفِقينَ مِمّا كَسَبوا وَهُوَ واقِعٌ بِهِم ۗ وَالَّذينَ آمَنوا وَعَمِلُوا الصّالِحاتِ في رَوضاتِ الجَنّاتِ ۖ لَهُم ما يَشاءونَ عِندَ رَبِّهِم ۚ ذٰلِكَ هُوَ الفَضلُ الكَبيرُ
tarā ẓ-ẓālimīna mushfiqīna mimmā kasabū wa-huwa wāqiʿun bihim wa-lladhīna ʾāmanū wa-ʿamilū ṣ-ṣāliḥāti fī rawḍāti l-jannāti lahum mā yashāʾūna ʿinda rabbihim dhālika huwa l-faḍlu l-kabīru
You will see the wrongdoersapprehensive because of what they have earned,while it is about to befall them;but those who have faith and do righteous deedswill be in the gardens of paradise:they will have whatever they wish near their Lord.That is the greatest grace.
23
ذٰلِكَ الَّذي يُبَشِّرُ اللَّهُ عِبادَهُ الَّذينَ آمَنوا وَعَمِلُوا الصّالِحاتِ ۗ قُل لا أَسأَلُكُم عَلَيهِ أَجرًا إِلَّا المَوَدَّةَ فِي القُربىٰ ۗ وَمَن يَقتَرِف حَسَنَةً نَزِد لَهُ فيها حُسنًا ۚ إِنَّ اللَّهَ غَفورٌ شَكورٌ
dhālika lladhī yubashshiru llāhu ʿibādahu lladhīna ʾāmanū wa-ʿamilū ṣ-ṣāliḥāti qul lā ʾasʾalukum ʿalayhi ʾajran ʾillā l-mawaddata fī l-qurbā wa-man yaqtarif ḥasanatan nazid lahū fīhā ḥusnan ʾinna llāha ghafūrun shakūrun
That is the good news Allah givesto His servants who have faithand do righteous deeds!Say, ‘I do not ask you any reward for itexcept love of [my] relatives.’Whoever performs a good deed,We shall enhance for him its goodness.Indeed Allah is all-forgiving, all-appreciative.
24
أَم يَقولونَ افتَرىٰ عَلَى اللَّهِ كَذِبًا ۖ فَإِن يَشَإِ اللَّهُ يَختِم عَلىٰ قَلبِكَ ۗ وَيَمحُ اللَّهُ الباطِلَ وَيُحِقُّ الحَقَّ بِكَلِماتِهِ ۚ إِنَّهُ عَليمٌ بِذاتِ الصُّدورِ
ʾam yaqūlūna ftarā ʿalā llāhi kadhiban fa-ʾin yashaʾi llāhu yakhtim ʿalā qalbika wa-yamḥu llāhu l-bāṭila wa-yuḥiqqu l-ḥaqqa bi-kalimātihī ʾinnahū ʿalīmun bi-dhāti ṣ-ṣudūri
Do they say,‘He has fabricated a lie against Allah’?If so, should Allah wishHe would set a seal on your heart,and Allah will efface the falsehoodand confirm the truth with His words.Indeed He knows well what is in the breasts.
25
وَهُوَ الَّذي يَقبَلُ التَّوبَةَ عَن عِبادِهِ وَيَعفو عَنِ السَّيِّئَاتِ وَيَعلَمُ ما تَفعَلونَ
wa-huwa lladhī yaqbalu t-tawbata ʿan ʿibādihī wa-yaʿfū ʿani s-sayyiʾāti wa-yaʿlamu mā tafʿalūna
It is He who accepts the repentanceof His servants,and excuses their misdeedsand knows what you do.
26
وَيَستَجيبُ الَّذينَ آمَنوا وَعَمِلُوا الصّالِحاتِ وَيَزيدُهُم مِن فَضلِهِ ۚ وَالكافِرونَ لَهُم عَذابٌ شَديدٌ
wa-yastajību lladhīna ʾāmanū wa-ʿamilū ṣ-ṣāliḥāti wa-yazīduhum min faḍlihī wa-l-kāfirūna lahum ʿadhābun shadīdun
And He answers those who have faithand do righteous deedsand enhances them out of His grace.But as for the faithless,there is a severe punishment for them.
27
۞ وَلَو بَسَطَ اللَّهُ الرِّزقَ لِعِبادِهِ لَبَغَوا فِي الأَرضِ وَلٰكِن يُنَزِّلُ بِقَدَرٍ ما يَشاءُ ۚ إِنَّهُ بِعِبادِهِ خَبيرٌ بَصيرٌ
wa-law basaṭa llāhu r-rizqa li-ʿibādihī la-baghaw fī l-ʾarḍi wa-lākin yunazzilu bi-qadarin mā yashāʾu ʾinnahū bi-ʿibādihī khabīrun baṣīrun
Were Allah to expand the provision for His servants,they would surely create havoc on the earth.But He sends down in a [precise] measurewhatever He wishes.Indeed He is all-aware, all-seeing about His servants.
28
وَهُوَ الَّذي يُنَزِّلُ الغَيثَ مِن بَعدِ ما قَنَطوا وَيَنشُرُ رَحمَتَهُ ۚ وَهُوَ الوَلِيُّ الحَميدُ
wa-huwa lladhī yunazzilu l-ghaytha min baʿdi mā qanaṭū wa-yanshuru raḥmatahū wa-huwa l-waliyyu l-ḥamīdu
It is He who sends down the rainafter they have been despondent,and unfolds His mercy,and He is the Guardian, the All-laudable.
29
وَمِن آياتِهِ خَلقُ السَّماواتِ وَالأَرضِ وَما بَثَّ فيهِما مِن دابَّةٍ ۚ وَهُوَ عَلىٰ جَمعِهِم إِذا يَشاءُ قَديرٌ
wa-min ʾāyātihī khalqu s-samāwāti wa-l-ʾarḍi wa-mā baththa fīhimā min dābbatin wa-huwa ʿalā jamʿihim ʾidhā yashāʾu qadīrun
Among His signs is the creation of the heavensand the earthand whatever creatures He has scattered in them,and He is able to gather them whenever He wishes.
30
وَما أَصابَكُم مِن مُصيبَةٍ فَبِما كَسَبَت أَيديكُم وَيَعفو عَن كَثيرٍ
wa-mā ʾaṣābakum min muṣībatin fa-bi-mā kasabat ʾaydīkum wa-yaʿfū ʿan kathīrin
Whatever affliction that may visit youis because of what your hands have earned,and He excuses many [an offense].
31
وَما أَنتُم بِمُعجِزينَ فِي الأَرضِ ۖ وَما لَكُم مِن دونِ اللَّهِ مِن وَلِيٍّ وَلا نَصيرٍ
wa-mā ʾantum bi-muʿjizīna fī l-ʾarḍi wa-mā lakum min dūni llāhi min waliyyin wa-lā naṣīrin
You cannot thwart [Allah] on the earth,and you do not have besides Allahany guardian or helper.
32
وَمِن آياتِهِ الجَوارِ فِي البَحرِ كَالأَعلامِ
wa-min ʾāyātihi l-jawāri fī l-baḥri ka-l-ʾaʿlāmi
Among His signs are the ships [that run] on the sea[appearing] like landmarks.
33
إِن يَشَأ يُسكِنِ الرّيحَ فَيَظلَلنَ رَواكِدَ عَلىٰ ظَهرِهِ ۚ إِنَّ في ذٰلِكَ لَآياتٍ لِكُلِّ صَبّارٍ شَكورٍ
ʾin yashaʾ yuskini r-rīḥa fa-yaẓlalna rawākida ʿalā ẓahrihī ʾinna fī dhālika la-ʾāyātin li-kulli ṣabbārin shakūrin
If He wishes He stills the wind,whereat they remain standstillon its surface.There are indeed signs in thatfor every patient and grateful [servant].
34
أَو يوبِقهُنَّ بِما كَسَبوا وَيَعفُ عَن كَثيرٍ
ʾaw yūbiqhunna bi-mā kasabū wa-yaʿfu ʿan kathīrin
Or He wrecks thembecause of what they have earned,and He excuses many [an offense].
35
وَيَعلَمَ الَّذينَ يُجادِلونَ في آياتِنا ما لَهُم مِن مَحيصٍ
wa-yaʿlama lladhīna yujādilūna fī ʾāyātinā mā lahum min maḥīṣin
Let those who dispute Our signs knowthat there is no escape for them.
36
فَما أوتيتُم مِن شَيءٍ فَمَتاعُ الحَياةِ الدُّنيا ۖ وَما عِندَ اللَّهِ خَيرٌ وَأَبقىٰ لِلَّذينَ آمَنوا وَعَلىٰ رَبِّهِم يَتَوَكَّلونَ
fa-mā ʾūtītum min shayʾin fa-matāʿu l-ḥayāti d-dunyā wa-mā ʿinda llāhi khayrun wa-ʾabqā li-lladhīna ʾāmanū wa-ʿalā rabbihim yatawakkalūna
Whatever you have been givenare the wares of the life of this world,but what is with Allah is betterand more lastingfor those who have faithand who put their trust in their Lord.
37
وَالَّذينَ يَجتَنِبونَ كَبائِرَ الإِثمِ وَالفَواحِشَ وَإِذا ما غَضِبوا هُم يَغفِرونَ
wa-lladhīna yajtanibūna kabāʾira l-ʾithmi wa-l-fawāḥisha wa-ʾidhā mā ghaḍibū hum yaghfirūna
—Those who avoid major sinsand indecencies,and forgive when angered;
38
وَالَّذينَ استَجابوا لِرَبِّهِم وَأَقامُوا الصَّلاةَ وَأَمرُهُم شورىٰ بَينَهُم وَمِمّا رَزَقناهُم يُنفِقونَ
wa-lladhīna stajābū li-rabbihim wa-ʾaqāmū ṣ-ṣalāta wa-ʾamruhum shūrā baynahum wa-mimmā razaqnāhum yunfiqūna
those who answer their Lord,maintain the prayer,and their affairs are by counsel among themselves,and they spend out of what We have provided them with;
39
وَالَّذينَ إِذا أَصابَهُمُ البَغيُ هُم يَنتَصِرونَ
wa-lladhīna ʾidhā ʾaṣābahumu l-baghyu hum yantaṣirūna
those who, when visited by aggression,come to each other’s aid.
40
وَجَزاءُ سَيِّئَةٍ سَيِّئَةٌ مِثلُها ۖ فَمَن عَفا وَأَصلَحَ فَأَجرُهُ عَلَى اللَّهِ ۚ إِنَّهُ لا يُحِبُّ الظّالِمينَ
wa-jazāʾu sayyiʾatin sayyiʾatun mithluhā fa-man ʿafā wa-ʾaṣlaḥa fa-ʾajruhū ʿalā llāhi ʾinnahū lā yuḥibbu ẓ-ẓālimīna
The requital of evil is an evil like it.So whoever excuses and conciliates,his reward lies with Allah.Indeed He does not like the wrongdoers.
41
وَلَمَنِ انتَصَرَ بَعدَ ظُلمِهِ فَأُولٰئِكَ ما عَلَيهِم مِن سَبيلٍ
wa-la-mani ntaṣara baʿda ẓulmihī fa-ʾulāʾika mā ʿalayhim min sabīlin
As for those who retaliate after being wronged,there is no blame upon them.
42
إِنَّمَا السَّبيلُ عَلَى الَّذينَ يَظلِمونَ النّاسَ وَيَبغونَ فِي الأَرضِ بِغَيرِ الحَقِّ ۚ أُولٰئِكَ لَهُم عَذابٌ أَليمٌ
ʾinnamā s-sabīlu ʿalā lladhīna yaẓlimūna n-nāsa wa-yabghūna fī l-ʾarḍi bi-ghayri l-ḥaqqi ʾulāʾika lahum ʿadhābun ʾalīmun
The blame lies only upon those whowrong the peopleand commit aggression in the land unduly.For such there is a painful punishment.
43
وَلَمَن صَبَرَ وَغَفَرَ إِنَّ ذٰلِكَ لَمِن عَزمِ الأُمورِ
wa-la-man ṣabara wa-ghafara ʾinna dhālika la-min ʿazmi l-ʾumūri
As for him who endures patiently and forgives—that is indeed the steadiest of courses.
44
وَمَن يُضلِلِ اللَّهُ فَما لَهُ مِن وَلِيٍّ مِن بَعدِهِ ۗ وَتَرَى الظّالِمينَ لَمّا رَأَوُا العَذابَ يَقولونَ هَل إِلىٰ مَرَدٍّ مِن سَبيلٍ
wa-man yuḍlili llāhu fa-mā lahū min waliyyin min baʿdihī wa-tarā ẓ-ẓālimīna lammā raʾawu l-ʿadhāba yaqūlūna hal ʾilā maraddin min sabīlin
Whomever Allah leads astrayhas no guardian apart from Him.You will see the wrongdoers,when they sight the punishment,saying, ‘Is there any way for a retreat?’
45
وَتَراهُم يُعرَضونَ عَلَيها خاشِعينَ مِنَ الذُّلِّ يَنظُرونَ مِن طَرفٍ خَفِيٍّ ۗ وَقالَ الَّذينَ آمَنوا إِنَّ الخاسِرينَ الَّذينَ خَسِروا أَنفُسَهُم وَأَهليهِم يَومَ القِيامَةِ ۗ أَلا إِنَّ الظّالِمينَ في عَذابٍ مُقيمٍ
wa-tarāhum yuʿraḍūna ʿalayhā khāshiʿīna mina dh-dhulli yanẓurūna min ṭarfin khafiyyin wa-qāla lladhīna ʾāmanū ʾinna l-khāsirīna lladhīna khasirū ʾanfusahum wa-ʾahlīhim yawma l-qiyāmati ʾa-lā ʾinna ẓ-ẓālimīna fī ʿadhābin muqīmin
You will see them being exposed to it,humbled by abasement,looking askance secretly.And the faithful will say,‘Indeed the losers are thosewho have ruined themselves and their familieson the Day of Resurrection.Look!The wrongdoers are indeed in lasting punishment.
46
وَما كانَ لَهُم مِن أَولِياءَ يَنصُرونَهُم مِن دونِ اللَّهِ ۗ وَمَن يُضلِلِ اللَّهُ فَما لَهُ مِن سَبيلٍ
wa-mā kāna lahum min ʾawliyāʾa yanṣurūnahum min dūni llāhi wa-man yuḍlili llāhu fa-mā lahū min sabīlin-i
They have no guardians to help thembesides Allah.Whomever Allah leads astrayhas no way out.’
47
استَجيبوا لِرَبِّكُم مِن قَبلِ أَن يَأتِيَ يَومٌ لا مَرَدَّ لَهُ مِنَ اللَّهِ ۚ ما لَكُم مِن مَلجَإٍ يَومَئِذٍ وَما لَكُم مِن نَكيرٍ
istajībū li-rabbikum min qabli ʾan yaʾtiya yawmun lā maradda lahū mina llāhi mā lakum min maljaʾin yawmaʾidhin wa-mā lakum min nakīrin
Answer your Lordbefore there comes a dayfor which there is no revoking from Allah.On that day you will have no refuge,neither will you have [any chance for] denial.
48
فَإِن أَعرَضوا فَما أَرسَلناكَ عَلَيهِم حَفيظًا ۖ إِن عَلَيكَ إِلَّا البَلاغُ ۗ وَإِنّا إِذا أَذَقنَا الإِنسانَ مِنّا رَحمَةً فَرِحَ بِها ۖ وَإِن تُصِبهُم سَيِّئَةٌ بِما قَدَّمَت أَيديهِم فَإِنَّ الإِنسانَ كَفورٌ
fa-ʾin ʾaʿraḍū fa-mā ʾarsalnāka ʿalayhim ḥafīẓan ʾin ʿalayka ʾillā l-balāghu wa-ʾinnā ʾidhā ʾadhaqnā l-ʾinsāna minnā raḥmatan fariḥa bihā wa-ʾin tuṣibhum sayyiʾatun bi-mā qaddamat ʾaydīhim fa-ʾinna l-ʾinsāna kafūrun
But if they disregard [your warnings],We have not sent you as a keeper over them.Your duty is only to communicate.Indeed when We let man taste Our mercy,he exults in it;but should an ill visit thembecause of what their hands have sent ahead,then man is indeed very ungrateful.
49
لِلَّهِ مُلكُ السَّماواتِ وَالأَرضِ ۚ يَخلُقُ ما يَشاءُ ۚ يَهَبُ لِمَن يَشاءُ إِناثًا وَيَهَبُ لِمَن يَشاءُ الذُّكورَ
li-llāhi mulku s-samāwāti wa-l-ʾarḍi yakhluqu mā yashāʾu yahabu li-man yashāʾu ʾināthan wa-yahabu li-man yashāʾu dh-dhukūra
To Allah belongs the kingdom of the heavensand the earth.He creates whatever He wishes;He gives females to whomever He wishes,and gives males to whomever He wishes,
50
أَو يُزَوِّجُهُم ذُكرانًا وَإِناثًا ۖ وَيَجعَلُ مَن يَشاءُ عَقيمًا ۚ إِنَّهُ عَليمٌ قَديرٌ
ʾaw yuzawwijuhum dhukrānan wa-ʾināthan wa-yajʿalu man yashāʾu ʿaqīman ʾinnahū ʿalīmun qadīrun
or He combines them males and females,and makes sterile whomever He wishes.Indeed He is all-knowing, all-powerful.
51
۞ وَما كانَ لِبَشَرٍ أَن يُكَلِّمَهُ اللَّهُ إِلّا وَحيًا أَو مِن وَراءِ حِجابٍ أَو يُرسِلَ رَسولًا فَيوحِيَ بِإِذنِهِ ما يَشاءُ ۚ إِنَّهُ عَلِيٌّ حَكيمٌ
wa-mā kāna li-basharin ʾan yukallimahu llāhu ʾillā waḥyan ʾaw min warāʾi ḥijābin ʾaw yursila rasūlan fa-yūḥiya bi-ʾidhnihī mā yashāʾu ʾinnahū ʿaliyyun ḥakīmun
It is not [possible] for any humanthat Allah should speak to him1except through revelationor from behind a curtain,2or send a messenger3 who reveals by His permissionwhatever He wishes.Indeed He is all-exalted, all-wise.Or ‘it does not behoove any human that Allah should speak to him.’As from a tree, as in the case of Moses (ʿa).That is, an angel.
52
وَكَذٰلِكَ أَوحَينا إِلَيكَ روحًا مِن أَمرِنا ۚ ما كُنتَ تَدري مَا الكِتابُ وَلَا الإيمانُ وَلٰكِن جَعَلناهُ نورًا نَهدي بِهِ مَن نَشاءُ مِن عِبادِنا ۚ وَإِنَّكَ لَتَهدي إِلىٰ صِراطٍ مُستَقيمٍ
wa-ka-dhālika ʾawḥaynā ʾilayka rūḥan min ʾamrinā mā kunta tadrī mā l-kitābu wa-lā l-ʾīmānu wa-lākin jaʿalnāhu nūran nahdī bihī man nashāʾu min ʿibādinā wa-ʾinnaka la-tahdī ʾilā ṣirāṭin mustaqīmin
Thus have We revealed to youthe Spirit of Our dispensation.You did not know what the Book is,nor what is faith;but We made it a lightthat We may guide by its meanswhomever We wish of Our servants.And indeed you guide to a straight path,
53
صِراطِ اللَّهِ الَّذي لَهُ ما فِي السَّماواتِ وَما فِي الأَرضِ ۗ أَلا إِلَى اللَّهِ تَصيرُ الأُمورُ
ṣirāṭi llāhi lladhī lahū mā fī s-samāwāti wa-mā fī l-ʾarḍi ʾa-lā ʾilā llāhi taṣīru l-ʾumūru
the path of Allah,to whom belongs whatever is in the heavensand whatever is in the earth.Look! To Allah do all matters return!
